Abilene's new RV park rules and what they mean for crew housing

2026-10-05 · Abilene · zoning

Row of factory-built crew housing units on a Texas job site

In January 2026, Abilene City Council approved a temporary park of about 957 park-model spaces on Elmdale Road for data center workers and adopted RV park density rules (FOX West Texas).

The rules that matter

  • 10 spaces per acre maximum
  • 2 parking spaces per unit
  • Construction phased with infrastructure and traffic improvements
  • Developer pays for required road upgrades

Why “temporary” is a selling point

The city’s planning director told KTXS the park-model units will be removed once housing is no longer needed, leaving the land with upgraded water, sewer, and electric. That framing helped win approval.

At 10 per acre, a 300-unit park needs 30+ acres plus room for amenities. Crew units fit the same pads. See crew units and Big Country workforce housing.
