LNG, petrochemical, and refinery workforce housing

Crew housing for LNG terminals, refineries, and plant turnarounds in Brownsville, Port Arthur, Beaumont, and Corpus Christi. Wind-zone-aware units from a Texas factory.

Gulf Coast LNG builds and refinery turnarounds bring thousands of workers into a few coastal towns at once. Rio Grande LNG alone plans about 7,500 construction workers at peak. We supply crew units and sleepers for camps, landowners, and RV-park developers near those sites. Tell us the county so the quote reflects the wind requirements for that site.

Who buys

EPCs, turnaround managers, staffing agencies, and landowners or park developers near Port Arthur, Beaumont, Orange, Brownsville, and Corpus Christi.

The housing problem

  • Turnarounds bring 1,000+ workers for 4–12 weeks and empty every hotel in the county.
  • Coastal counties sit in higher HUD wind zones, which limits which HUD-code units can be placed.
  • Brownsville officials say housing can’t be built fast enough for the LNG workforce.

Most of the Rio Grande LNG workforce is local: NextDecade says more than 70% of the 6,000+ workers on site in August 2026 came from the Rio Grande Valley (Texas Border Business). The remaining traveling crafts, supervisors, and turnaround crews are the ones who need beds. For refinery turnarounds the share of travelers is much higher.

Typical unit mix

  • Turnaround crews: 5- to 7-room sleepers with catered meals
  • Crew camp near the plant: 5-room crew units with a shared kitchen
  • Supervisors and engineers: 4-suite units with private kitchens

Timeline

Start well ahead of a planned turnaround window. Site work and wind-rated builds take time; ask us for current lead times for your county.

Rules and compliance

HUD-code homes are built for a specific wind zone. Many Gulf Coast counties are Zone II or III. Tell us the county and we will confirm what the unit must be rated for. See wind zones.

Common questions

Do coastal units need special wind ratings?

HUD-code homes must match the wind zone where they are installed. Non-coded industrialized buildings follow the building code’s wind design for the site. We confirm this per county before building.

Can a landowner near an LNG site build a crew park?

Yes, subject to county rules. Many Gulf Coast parks started on private land near the plant gate. See park and camp operators.
